Discovery layer only. Every row is a real, active NY motor carrier with a business name, phone, address and fleet-size proxy — pulled free from the public DOT census. This is the seed list. Owner names and owner direct phone numbers are not in this dataset and are added later via website/LLM extraction and paid skip-trace enrichment (see the viability deep dive). Region split is provisional pending Masswell's “upstate NY” county definition.
About the phone numbers. Every number in the Phone column is the business line — the company's main office/dispatch number as filed with FMCSA on its DOT registration — not the owner's personal number. Owner names and owner direct numbers are not in this dataset (see note above). One caveat: for tiny one-truck operators the registered “business phone” is sometimes the owner's own cell, and that can't be told apart from the data itself — line type is flaggable separately (Twilio Lookup, ~$0.005–0.01/number). This matters for outreach: dialing these listed business lines is the low-risk, compliant path (TSR business-to-business exemption — the Do-Not-Call registry doesn't cover business numbers), whereas calling skip-traced owner cells requires Do-Not-Call scrubbing first.

Source: FMCSA Company Census File (data.transportation.gov), filtered to active NY carriers whose legal name contains a paving keyword. Power units = trucks/power equipment on file (fleet-size proxy). MCS-150 = last filing date (older = staler record). DOT numbers are only required for vehicles ≥10,001 lbs, so pickup-only residential pavers are not in this list; the full universe (~2,500–4,000) is seeded from Google Maps.
